BONUS-169 JOINT BALTIC SEA RESEARCH PROGRAMME

CR Finnish Institute Of Marine Research, Maija Huttunen

The main objective of the BONUS EEIG is the implementation of the Joint Baltic Sea Research Programme, BONUS-169, under Article 185 (formerly 169) of the EC Treaty. The programme will be funded jointly by the EU and all members and associated members of the EEIG, as well as by other donors, during 2010-2016. The anticipated funding volume is ca 100 million euro. The legislative proposal concerning BONUS-169 was handled by the European Parliament and Council in 2010, the final decision was made on 16 June 2010.

BONUS-169 will be implemented in two phases: a Strategic Phase during 2010-2011, followed by an Implementation Phase during 2012-2016.

The Strategic Phase will prepare the implementation by producing the Strategic Research Agenda, setting up the Stakeholder Consultation Platforms, and preparing the implementation modalities.

The Implementation Phase will last for five years. During this time at least three calls for proposals will be published with a view to funding projects which address the objectives of the BONUS-169. These calls will be targeted at multi-partner and trans-national cooperation, and include research, technological development, training and dissemination activities.

The BONUS-169 Joint Baltic Sea Research Programme is fully aligned with the objectives of the European Strategy for Marine and Maritime Research. It is also central to the success of the EU Strategy for the Baltic Sea Region which seeks to provide both a co-ordinated and inclusive framework in response to the key challenges facing the Baltic Sea Region, together with concrete solutions for these challenges. By implementing a policy-driven, fully-integrated joint research programme, based on extensive and on-going stakeholder consultations, BONUS-169 will provide concrete scientific outputs facilitating the implementation of ecosystem-based management of environmental issues in the Baltic Sea area. BONUS thereby supports sustainable development of the region while strengthening research collaboration and facilitating the use of common resources and infrastructure in the region.
